Cynthia Smith - Secretary
Cynthia Smith joined the FAA and became an NBCFAE member in 2008. While working at Washington Headquarter Region in the Labor Relations Liaison office, Cynthia joined NBCFAE’s Marketing and Fundraiser Committee and became a member of the Executive Board. She takes great pride and joy in her administrative capacity knowing her efforts help the NBCFAE to reach its organizational goals.
A native of Chicago, Cynthia looks forward to carrying on the legacy of past NBCFAE secretaries with honor. Cynthia enjoys spending time with her grandchildren, reading, and traveling. She is married to retired NBCFAE supporter and member, Larry Smith.
Phyllis Seaward - NBCFAE Chairperson for Education Recruitment and Training (ERT)
She has been with the FAA since 1989. Phyllis is currently an Accountability Board Consultant, in the Office of Human Resource Management. She holds an Associates Degree -English, UDC, BS Degree -Organizational Management, Columbia Union College, and a Master’s Degree (Change Leadership) – Kaplan University. Phyllis' motto: It's nice to be important, but it's more important to be nice, in ALL things, give thanks.

Linda Clark - Membership
Ms. Clark has over 20 years in FAA. Currently, detailed to the NextGen Integration and Implementation (NII) Program Office, AJP-A32. Official job of record: Technical Operation Program Office, AJW-153, as an Information Systems Security Officer (ISSO) in the Security Information Group (SIG) in the Washington Operations Center Complex (WOCC).
Ralph A. Randall - Labor Relations and EEO Representative
Ralph A. Randall, a native of Baltimore, Maryland; he studied at North Carolina A & T State University and Baltimore Community College where he was recruited and hired as an Engineering Aid, in 1982. Today, he is a Program Management Analyst in the Office of Acquisitions, JRC Investment Planning and Management Group. He has 10 years of experience supporting every level of FAA management as a facilitator. In 1991 Ralph began his employee advocacy with the Headquarters Employee Participation Group holding offices at every level including Vice-President and as President. In 1993 Ralph joined the National Black Coalition of Federal Aviation Employees (NBCFAE) through the Washington Headquarters Region. His active participation includes Education Recruitment and Training, Black History Month Committee, Aviation Career Education Camps, Parliamentarian appointment and beginning January 2000 through 2004, HQ Region President. Today Ralph participates as the Labor Relations and EEO Representative for Headquarters Region.
In his neighborhood Ralph’s been an after school tutor, Neighborhood Association President and from 1999 through June 2007 Ralph communicated community issues as a member of the Just You and Me Two Way Talk Radio Program on Morgan State University Radio WEAA 88.9FM in Baltimore. His passions are his family, reading and videography
Marcus Brown - Newsletter Editor
I started my FAA career as a Flight Service specialist, followed by becoming a tower controller, then advancing to a Radar Approach Control. My last position in the field was an automation specialist where I had the duty of keeping the computers updated and running for the air traffic controllers. I finished up my FAA career as a staff specialist at Headquarters, and retired in 2010 with 43 happy years of government service. The NBCFAE has been a part of my life since becoming a member in the early 80’s, and I plan to stay active through my retirement. I have three daughters, three son-in-laws, and six grandchildren all within a short driving distance that keep life exciting for me and my wife, Juanita.
